My great-uncle’s ex-wife’s neighbor has a severely overweight dog?

Unfortunately I don't believe that any humane shelter will take you seriously when you tell them that this dog is OVERweight and being neglected. While that may be "neglect" it is all too benign. Now if the dog were UNDERweight, you might get somewhere.
